iOS Call Intention ID

The other day I received a call with a particular ID I've never seen before. The caller ID was labeled as "Nuisance Likely", it made me wonder what the difference was between that and the infamous "Scam Likely" caller. But even more, it made me imagine a world where you could set a call intention before calling someone and let them decide whether for them the subject deserves a call (could have been a text).
