Dashboard for french institution

This is a kind of dashboard for the Cour des comptes, supreme body for auditing the use of public funds in France.

In the first section, the user can find all the tools. In the second section, he may consult the news according to his profile and applications are displayed in the sidebar.
On the mouse hover, Cards are flipping to display the text.
