Manage Tags Option 1/3

Purpose: An interface for a System Admin to create metadata search fields (categories) and input tag values to be displayed in those fields.

Option 1/3 Create categories left, tags right. Having a container around selected category and corresponding tags create a distinction between what is selected and what is not.
